Good day! I am happy to explain the essence of this act to you.
1. **Essence of the Act:** This decree introduces amendments to several decrees of the Cabinet of Ministers of Ukraine that regulate the оформлення (registration/processing) of documents for foreigners and stateless persons. The amendments concern the procedures for obtaining an immigration permit, extending the period of stay in Ukraine, as well as оформлення (registration/processing) of permanent and temporary residence permits. The main purpose of the changes is to adapt the legislation to current needs, in particular, to take into account situations related to military service and participation in the defense of Ukraine.
2. **Structure and Main Provisions:** The decree introduces changes to five different normative acts, including:
* The Procedure for proceedings on applications for granting an immigration permit.
* The Procedure for extending the period of stay and temporary residence of foreigners.
* The Procedure for оформлення (registration/processing), issuance, exchange, revocation, and invalidation of a permanent residence permit.
* The Procedure for оформлення (registration/processing), issuance, exchange, revocation, and invalidation of a temporary residence permit.
* Decree of the Cabinet of Ministers of Ukraine No. 1232 “Some issues of providing public services by the State Migration Service under martial law”.
The changes concern the expansion of the list of persons who have the right to obtain an immigration permit (in particular, family members of deceased (dead) foreign servicemen or persons who assisted the Armed Forces of Ukraine during martial law), clarification of the procedures for revocation and invalidation of documents, as well as some technical aspects of оформлення (registration/processing) of documents.
3. **Most Important Provisions:** The most important changes are those concerning the expansion of the circle of persons who can obtain an immigration permit and residence permits based on participation in the defense of Ukraine. In particular, this concerns family members of foreigners who died while performing military service or providing assistance to the Armed Forces of Ukraine during martial law. It is also important to clarify the procedures for appealing decisions on refusal to grant an immigration permit or revocation of an existing permit.
