This Ordinance of the Cabinet of Ministers of Ukraine directs loan funds in the amount of over 938.7 million hryvnias, attracted under the Framework Agreement with the Government of the Republic of Finland, toward the development of energy infrastructure. The funds are allocated through a special state budget fund for the implementation of four specific projects for the installation of gas-piston power plants in the Ivano-Frankivsk and Lviv regions. The implementation of these measures aims to support critically necessary distributed electricity generation.
The structure of the document consists of two main points: the first defines the intended purpose of the funds and the list of investment projects, while the second imposes an obligation on the Ministry of Finance to execute the technical processing of budget amendments. The Ordinance is a subordinate legal act that ensures the execution of Article 34 of the Law of Ukraine “On the State Budget of Ukraine for 2026” and the implementation of an international agreement. As this is an ordinance on the allocation of funds, it does not amend prior regulatory acts but merely specifies budgetary allocations for the current year.
The most critical provisions for practical application are:
1. The precise financing amount (938,792 thousand hryvnias), which must be reflected in the special state budget fund.
2. The designation of the Ministry of Energy as the primary spending unit for the implementation of four projects for the installation of gas-piston power plants with a total capacity of up to 60 MW.
3. The instruction to the Ministry of Finance to promptly amend the state budget schedule, which allows for the commencement of project financing without additional legislative procedures.
