    On making amendments to the Instruction on the specifics of sending military personnel, civil servants of the Security Service of Ukraine, and employees who have concluded an employment contract with the Security Service of Ukraine on official business trips within Ukraine

    This order introduces technical amendments to the current Instruction on the Procedure for Sending Security Service of Ukraine Personnel on Official Business Trips. The primary purpose of the document is to bring the terminology of departmental normative acts into compliance with the current structure of the SBU. In particular, it clarifies the status and powers of military counterintelligence bodies when processing official business trips. The amendments ensure the unification of business trip procedures for all categories of special service employees, including military personnel, civil servants, and civilian staff.

    The structure of the order consists of three points: the list of amendments to Instruction No. 548, instructions to relevant departments regarding the state registration of the act, and the determination of its effective date. The changes are specific in nature and concern exclusively the terminological updating of Sections I and II of the Instruction. Compared to the previous version, the list of units subject to specific business trip requirements has been expanded by replacing the term “units” with “military counterintelligence bodies.”

    The most significant aspect for practical application is the establishment of legal grounds for sending military counterintelligence personnel on business trips on equal terms with other units of the SBU Central Directorate. This eliminates legal conflicts when processing travel authorizations and calculating expenses for this category of persons. The order enters into force on the day of its official publication, making these changes mandatory for execution by SBU financial and human resources departments from the moment of promulgation.
