### 1. Substance of the Act
This joint order of the Ministry of Veterans Affairs and the Ministry of Youth and Sports approves a clear mechanism of cooperation between veteran support specialists and local state (military) administrations. The document is aimed at providing comprehensive support to war veterans, demobilized persons, and their family members in the areas of sports, youth policy, and national-patriotic education. It is designed to ensure the rapid integration of veterans into civilian life through their involvement in adaptive sports, physical culture and sports rehabilitation, and youth initiatives.
### 2. Structure of the Act and Amendments
Structurally, the document consists of the order and the Procedure approved thereby, which contains four sections:
* **Section I. General Provisions** (definition of terms, purpose, and the scope of persons covered by the act).
* **Section II. Interaction Algorithm** (specific duties of support specialists and local administrations).
* **Section III. Coordination of Interaction** (the role of the Ministry of Veterans Affairs, the Ministry of Youth and Sports, and regional administrations in the methodological support of the process).
* **Section IV. Procedure for Information Exchange** (rules for data transfer and personal information protection).
Since this Procedure is a new tool within the development of the institution of veteran support specialists (introduced by the basic Resolution of the Cabinet of Ministers of Ukraine No. 881 of 2024), it does not amend the effective codes, but for the first time regulates in detail the horizontal communication between the newly established specialists and local authorities in practice.
### 3. Key Provisions for Practical Application
For the practical application of the act, the most important are the following provisions:
* **Clear communication timeframes:** A support specialist is obliged to transmit information about a veteran’s needs to the local administration no later than the next working day following the request. The administration must provide a response to the specialist’s inquiry regarding the assistance provided to the veteran within 5 working days.
* **Specific areas of support:** Interaction focuses on ensuring veterans’ access to physical culture activities, organizing adaptive sports, physical culture and sports rehabilitation, and involving them in measures aimed at the consolidation of Ukrainian national and civic identity.
* **Information exchange and data protection:** Data exchange is carried out in electronic form via information and communication systems (or in hard copy in the absence of technical feasibility), with mandatory compliance with personal data protection legislation.
