    On Amendments to the Procedure for Ensuring the Activities of Specialists in the Support of War Veterans and Demobilized Persons

    ### 1. Substance of the Act
    This Resolution introduces and regulates the operation of a special automated information system designed to fully digitalize and simplify the work of support specialists for war veterans and demobilized persons. The document clearly defines the legal status of this system, with the Ministry of Veterans Affairs (Minveterans) acting as its controller, owner, and administrator. The amendments are aimed at accelerating the processing of requests from veterans, automating data exchange, and strengthening the protection of their personal data. Furthermore, the decision of the Cabinet of Ministers details the procedures for submitting applications and the interaction between veterans and specialists.

    ### 2. Structure of the Act and Key Changes Compared to Previous Versions
    The Act has a clear structure and amends five key paragraphs of the previously approved Procedure (Resolution of the CMU No. 881):

    * **Introduction of a new tool:** The term “automated information system” has been added to the terminology, and its technical purpose has been defined.
    * **New legal section (Paragraph 16-1):** Fully regulates the operation of the system. It defines the range of users (specialists, officials of the Ministry of Veterans Affairs, local authorities), its objectives (monitoring, reporting, information security), and the rules for free access via electronic identification.
    * **Changes to the document processing procedure:** Previously, paper applications did not have a clearly integrated digital path. Now, a paper application must be digitized by a specialist within 2 working days and automatically transferred from the Register to the new information system.
    * **Innovation regarding the change of specialist:** For the first time, the procedure and timeframes for reviewing a veteran’s application to replace their assigned support specialist have been clearly prescribed.
    * **Clarification of verification procedures:** The procedure for confirming a person’s death has been amended — now, data can be obtained directly from the State Register of Civil Status Acts of Citizens (DRACS).

    ### 3. Key Provisions Important for Practical Use
    For practical activities and the protection of veterans’ rights, the following provisions are of the greatest importance:

    1. **Right to replace a specialist:** Veterans and demobilized persons now have an official right to submit a written application to replace the specialist assigned to them. Such application must be entered into the system by the specialist extremely quickly — within one working day of its submission.
    2. **Strict digitalization timeframes:** If a veteran submits an application in paper form, the support specialist is obliged to transfer it to the electronic Register within two working days. This prevents any delay in the review process.
    3. **Free and secure access:** For all users (both specialists and representatives of public authorities), the use of the system is completely free of charge. Access to personal electronic accounts is granted exclusively via secure electronic identification (QES, Diia.Signature, etc.), which guarantees the security of the personal data of military personnel and veterans.
    4. **Automatic data exchange:** The system provides for information interaction with other state registers. This means that veterans will not have to collect redundant paper certificates if this data is already available in other state databases.
