    2. **European Integration Criterion:** active participation in EU institutional building projects, specifically, the support of at least 24 Twinning projects, the preparation of at least 50 TAIEX applications, and the conduct of at least 5 events supported by the SIGMA program within a year.

    These provisions are decisive for institutions claiming special status, as they clearly outline the quantitative performance indicators necessary to confirm an organization’s “importance” to the state.
