    On amending the plan for the implementation and provision of measures for the enforcement of the legal regime of martial law in Ukraine

    This Order of the Cabinet of Ministers of Ukraine No. 539-r introduces amendments to the general plan of measures for the legal regime of martial law. The document officially establishes the obligation of state authorities to document war crimes and preserve cinematographic heritage under wartime conditions. It also defines the mechanism for implementing state support for cinematography and compliance with the rules for film distribution during the period of martial law.

    Structurally, the act is a specific amendment to Order No. 181 of February 24, 2022. It adds a new item (No. 30) to the list of measures for the legal regime of martial law. Unlike previous versions of the plan, which focused primarily on security and administrative aspects, this change integrates cultural and human rights components (the recording of war crimes through cinematographic tools) into the general system of martial law measures.

    The most important provisions for practical application are:
    1. **Division of responsibilities:** The Ministry of Culture and Strategic Communications is designated as the lead authority responsible for the implementation of these measures, and the Ukrainian State Film Agency is designated as an agency involved in their implementation.
    2. **Task specialization:** Documenting war crimes via cinematographic means and the preservation of film heritage have been added to the list of mandatory martial law measures.
    3. **Regulatory function:** Ensuring compliance with the provisions of the Law of Ukraine “On Cinematography” regarding the procedure for the distribution and screening of films is now officially included in the plan of measures for martial law, which provides a legal basis for the corresponding actions of authorities throughout the entire period of the special legal regime.
