This Law is aimed at stimulating the participation of local self-government bodies (LSG bodies) in international projects by creating legal mechanisms for the remuneration of specialists involved in such activities. It allows for the use of international technical assistance funds and grants for payments to LSG officials for additional workload. The Law removes legislative obstacles that previously limited the possibility of financing the labor of municipal employees from external sources.
**Structure and Main Provisions:**
The Law amends the Law of Ukraine “On Remuneration of Labor” and the Law of Ukraine “On Service in Local Self-Government Bodies” (both the current one and the new one, which will enter into force later). The main change consists of expanding the list of sources for forming the remuneration fund of LSG bodies: it now officially includes funds from international technical assistance, EU grants, and grants from governments and municipalities of foreign states. A mechanism for additional payments for the workload related to the implementation of such projects has been introduced, the amount of which is determined by the project budget itself.
**Important Provisions:**
1. **Source of Financing:** Local budgets can now legally accumulate and direct funds from international donors to pay for the work of LSG employees.
2. **Additional Payment for Workload:** Officials are entitled to an additional payment for work on international projects, the procedure for which is determined by a decision of the local council based on a model procedure approved by the Cabinet of Ministers.
3. **Security Filter:** A prohibition has been established on the use of funds from donors associated with an aggressor state or a terrorist state.
4. **Verification:** A procedure for verifying donors by the central executive body is provided (using the principle of “tacit consent” within 30 days), except in cases where the donor is already included in a list approved by the Cabinet of Ministers.
