    1. **Essence of the Law:**
    This order approves the requirements for the organizational and technical capacity of cyber incident response teams in Ukraine, namely the national team CERT-UA, sectoral and regional CSIRTs.     2. **Structure of the Law:**
    The order consists of several sections and an appendix. It defines the terms used in the document, establishes 45 parameters for evaluating response teams, which are divided into organizational, personnel, instrumental, and procedural. Each parameter is evaluated on a scale from 0 to 4, which reflects the level of its development. The order also defines four levels of team maturity: initial, basic, intermediate, and advanced, and sets minimum parameter values ​​for each level.

    3. **Main Provisions:**
    The most important provisions are the requirements for the organizational and legal framework of the teams’ activities, their security policy, operational stability of personnel, professional development, as well as the availability of tools for preventing, detecting, and responding to cyber incidents. It is also important to define the processes of interaction with other teams, government bodies, the media, and users, as well as reporting and auditing processes.
