This Resolution of the Cabinet of Ministers of Ukraine No. 825 dated June 24, 2026, introduces significant amendments to the mechanisms of state support for the agricultural sector. The main purpose of the document is to expand the range of recipients of budget funds by including the sheep and goat farming industries in support programs on par with cattle farming. The resolution also clarifies the conditions for granting subsidies and reimbursements, adapting them to current economic realities and business needs.
**Structure and Main Provisions:**
The resolution is an act amending the current Procedure for the Use of Funds for the Support of Animal Husbandry. It does not alter the structure of the Procedure itself but systematically supplements its provisions regarding objects of support, criteria for recipients, and procedural matters. Key changes pertain to:
* Expansion of the list of animals for which partial cost reimbursement is provided (sheep and goats added).
* Establishment of new amounts of compensation for breeding animals.
* Clarification of requirements for recipients (in particular, regarding the absence of a criminal record for executives and beneficiaries).
* Simplification of document submission by providing the option to submit them in paper form directly to the Ministry of Economy.
**Most Important Provisions for Practical Use:**
1. **Expansion of Support:** State support now extends to sheep and goat farming, including the reimbursement of the cost of breeding ewe lambs, ewes, rams, does, and bucks (up to 17,600 UAH per head).
2. **Differentiated Reimbursement of Object Costs:** Reimbursement rates for the construction and reconstruction of farms have been set at 25% for general cases and 50% for enterprises located in combat zones or those that have relocated from such areas after February 24, 2022.
3. **Requirements for Recipients:** A clear requirement has been introduced regarding the absence of an unexpunged or outstanding criminal record for sole proprietors, executives, and ultimate beneficial owners of legal entities.
4. **Procedural Changes:** The minimum construction period for objects to qualify for compensation has been reduced from six to three months, which significantly accelerates access to support.
5. **Alternative Submission Method:** In addition to the electronic registry, applications may now be submitted in paper form directly to the Ministry of Economy.
