    On Amending the Regulation on the Commission for Reviewing Materials Regarding the Recognition of Persons as Combatants in the Foreign Intelligence Service of Ukraine

    This Order introduces a technical amendment to the Regulations on the Commission for the Review of Materials Regarding the Recognition of Combatant Status (Combatant Status) within the Foreign Intelligence Service of Ukraine. The primary objective of the document is to update the requirements for the official heading the aforementioned Commission. The changes are prompted by internal organizational transformations within the structure of the Foreign Intelligence Service of Ukraine (FISU).

    Structurally, the order consists of an operative part, which replaces a specific wording of the second paragraph of clause 2 of the Regulations, and final provisions concerning registration, notification of personnel, and entry into force. The previous version of the Regulations (dated January 31, 2023, No. 236-VS) defined the personal composition of the Commission’s leadership, whereas the new version assigns this status to the position of Deputy Head of the FISU in accordance with the distribution of duties.

    The most significant provision is the change in the status of the Commission Chairperson: this position is now held by a Deputy Head of the FISU, as determined by the distribution of duties, rather than a previously fixed official. This ensures flexibility in managing the process of granting combatant status to intelligence officers in the event of changes in the functional responsibilities of the Service’s leadership.
