    On the implementation of an experimental project regarding the introduction of additional motivational factors for certain categories of military personnel and police officers of special purpose police units, as well as the establishment of specifics for military service under contract by citizens of Ukraine, foreigners, and stateless persons in the Armed Forces, the intelligence agency of the Ministry of Defense, the State Special Transport Service, the National Guard, the State Border Guard Service, the Security Service, the Foreign Intelligence Service, and the State Service of Special Communications and Information Protection during martial law.

    This Resolution of the Cabinet of Ministers of Ukraine No. 768 dated June 12, 2026, introduces a two-year pilot project aimed at increasing motivation for military service under contract during martial law. The document establishes new financial incentives for military personnel and special-purpose police officers, and defines specific terms for concluding “motivational contracts” with clearly defined service periods. The objective of the project is to strengthen the staffing of combat units with motivated personnel.

    ### Structure and Main Provisions
    The Resolution consists of a main part (11 clauses) and an approved Procedure for implementing the pilot project, which details the mechanisms for selection, training, and service performance.
    * **Key Changes:** A differentiated system of monetary rewards is introduced, including additional payments for direct participation in combat operations, the performance of special tasks, assault actions, as well as rewards for the destruction of equipment or the capture of enemy personnel.
    * **Compared to previous versions:** The Resolution expands the list of motivational factors by introducing the concept of a “motivational contract” with fixed terms (from 6 to 24 months depending on the category and place of service), which serves as an alternative to indefinite contracts effective until the end of the special period.

    ### Most Important Provisions for Implementation
    1. **System of Rewards (Cl. 4):** Payments of up to 100,000 UAH for participation in combat operations, up to 170,000 UAH for the performance of tasks on the contact line, as well as specific bonuses (e.g., 100,000 UAH for a prisoner of war, 15,000 UAH for the destruction of enemy personnel) are established. The total amount of monthly payments is capped at 460,000 UAH.
    2. **Motivational Contracts (Procedure, Cl. 8):** Specific terms of service are established: 10 months for combat units, 14 months for new contractors in combat units, and 24 months for other positions.
    3. **Deferment from Mobilization (Cl. 8-9):** Upon discharge from military service under a “motivational contract,” those liable for military service receive a deferment from further mobilization for a period ranging from 3 months to 3 years, depending on the duration of service and participation in combat operations.
    4. **Rest (Cl. 6):** The right to rest after performing combat tasks on the contact line is established: one day of rest for every two days of task performance.
    5. **Selection Procedure (Procedure, Cl. 14-17):** The mechanism for submitting applications via recruiting platforms and the electronic cabinet has been simplified, with a mandatory interview at the chosen military unit within 3 working days.
