    Ruling of the Second Senate of the Constitutional Court of Ukraine on joining the constitutional proceedings in the case upon the constitutional complaint of Chornomorets S.S. regarding conformity to the Constitution of Ukraine (constitutionality) of part five of Article 13 of the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection” as amended by the Law of Ukraine “On Amending Certain Laws of Ukraine Regarding One-Time Cash Payment to War Veterans and Victims of Nazi Persecution” and in the case upon the constitutional complaint of Kolomiiets V.I.

    ### 1. Substance of the Act
    This ruling of the Second Senate of the Constitutional Court of Ukraine concerns the procedural consolidation of two separate constitutional proceedings into a single joint proceeding. The Court adopted this decision because the constitutional complaints of two citizens—Chornomorets S. S. and Kolomiiets V. I.—concern one and the same issue. Both applicants challenge the constitutionality of part five of Article 13 of the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection” regarding the one-off cash payment to war veterans. The consolidation of the cases will allow the Court to ensure procedural economy and adopt a single decision regarding the social rights of veterans.

    ### 2. Structure of the Act, Main Provisions, and Changes
    Structurally, the ruling consists of three logical parts:
    * **Introductory part:** contains the details of the document (No. 54-u(II)/2026 dated June 3, 2026), case numbers, and the list of judges of the Second Senate of the Constitutional Court of Ukraine who participated in the session.
    * **Descriptive and reasoning part:** records the chronology of the opening of proceedings by the Third Panel of Judges (rulings of May 19, 2026) and contains the legal reasoning for the consolidation of cases on the basis of Article 76 of the Law of Ukraine “On the Constitutional Court of Ukraine”, which provides for the consolidation of cases in the event of identical or interrelated issues.

    Compared to the previous stage of consideration, the ruling changes the format of the proceeding: instead of two parallel and independent judicial processes based on the complaints of different citizens, a single consolidated review will henceforth be carried out.

    ### 3. Main Provisions Important for Application
    For practical application and understanding of the progress of this case, the following provisions of the ruling are the most important:
    * **Determination of the subject matter of the dispute:** The Court has clearly outlined the boundaries of constitutional review—namely, the conformity with the Constitution of Ukraine of the provisions of the law regulating the amount and procedure for making a one-off cash payment to war veterans and victims of Nazi persecution.
    * **Procedural merger of cases:** The consolidation of proceedings means that the arguments of both applicants will be examined by the Court simultaneously, and the final decision of the Constitutional Court of Ukraine will be of a universal nature for both subjects of appeal and generally for the practice of application of law in the field of social protection of veterans.
    * **Designation of the person in charge:** The appointment of Judge Horodovenko V. V. as the judge-rapporteur in the consolidated case indicates to whose office all materials, expert opinions, and submissions of state authorities will flow during the preparation of the case for consideration at the plenary session.
