    On the allocation of funds from the state budget reserve fund

    Order No. 580-r provides for the reallocation of budget funds in the amount of nearly UAH 3.5 billion for the financing of road infrastructure. The Government carries this out by reducing expenditures under the local budget support program and channeling these resources to the state budget reserve fund. The funds obtained are allocated to regional state (military) administrations for the performance of routine maintenance and operational upkeep of public motor roads of local significance.

    The structure of the document consists of three clauses and an annex containing a detailed distribution of funding by specific regions. The primary implementation mechanism is based on Part 8 of Article 23 of the Budget Code of Ukraine, which allows the Cabinet of Ministers to reallocate expenditures within the overall volume of budget appropriations. As this order is an act of operational response, it does not introduce systemic changes to legislation, but merely adjusts the budget schedule for 2026.

    The most significant provisions for practical application are:
    1. **Targeted Purpose:** funds must be used exclusively for routine maintenance and operational upkeep of local roads.
    2. **Non-repayable Basis:** funding is provided to regional administrations on a non-repayable basis.
    3. **Reporting:** a strict deadline for reporting on the use of funds has been established — by December 29, 2026, to the Ministry of Economy, the Ministry of Finance, and the State Treasury Service.
    4. **Specificity:** Annex 1 clearly defines the funding limits for each region, which is mandatory for compliance by local fund administrators.
