    On the allocation in 2026 of the volume of the subvention from the state budget to local budgets for ensuring the activities of specialists in accompanying war veterans and demobilized persons and for specific measures to support persons who defended the independence, sovereignty, and territorial integrity of Ukraine, for the payment of monetary compensation for the lease (rental) of residential premises

    Cabinet of Ministers of Ukraine Order No. 556-r dated June 10, 2026, approves the allocation of state subvention funds among local budgets for the year 2026. A total amount of 1,453.305 thousand hryvnias is directed toward financing the activities of specialists for the support of war veterans and demobilized persons. In addition, these funds are intended for the payment of monetary compensation for the rental (lease) of residential premises for individuals who defended the independence and territorial integrity of Ukraine.

    The structure of the act consists of a normative part, which defines the legal basis for the allocation (Part 6 of Article 108 of the Budget Code of Ukraine), and an annex, which contains a detailed list of regional budgets and the budget of the city of Kyiv, specifying the concrete funding amounts for each administrative-territorial unit. As this order is an act of individual action regarding the budget process, it does not amend previous regulatory acts, but rather implements the budget allocations of the current year.

    The most significant aspect of the document is the determination of the specific purpose of the allocated funds: supporting the institution of specialists for veteran support and social assistance for defenders in terms of compensation for housing rental costs. For local authorities, this act serves as the basis for including the corresponding amounts in the indicators of local budgets and for the subsequent use of funds for their intended purpose in accordance with budget legislation.
