This Resolution of the Cabinet of Ministers of Ukraine No. 787 dated June 17, 2026, regulates the volumes of ethyl alcohol usage for the production of medicinal products by specific pharmaceutical enterprises. The document introduces targeted amendments to the list of business entities entitled to receive alcohol under preferential terms by adjusting quotas and updating the list of manufacturers. These changes serve as a technical instrument of state control over the circulation of excisable raw materials in the pharmaceutical industry.
The structure of the act consists of a preamble and three clauses that directly amend the annex to Resolution of the Cabinet of Ministers of Ukraine No. 19 dated January 5, 2011. Key amendments include: an increase in the quota for alcohol usage for Biopharma Plasma LLC, the exclusion of Pharmaceutical Company “Zdorovye” LLC from the list of recipients, and the inclusion of Corporation “Zdorovye” LLC with a corresponding quota volume. Compared to the previous version, the document updates the list of licensees and the volumes of raw materials permitted to them.
For practical application, the most significant provisions are as follows:
1. Establishment of a new annual quota for Biopharma Plasma LLC at the level of 80,000 decaliters (increased from 30,000).
2. Termination of the quota for Pharmaceutical Company “Zdorovye” LLC.
3. Establishment of a quota for Corporation “Zdorovye” LLC in the amount of 46,685 decaliters.
These data are decisive for tax and customs control during the release of ethyl alcohol to manufacturers, as exceeding these limits entails a change in the tax regime for transactions involving such raw materials.
