On Approval of the State Target Program for Supporting Veteran Entrepreneurship for 2026-2028

Cabinet of Ministers of Ukraine Order No. 549-r dated June 4, 2026, approves the State Targeted Program for Supporting Veteran Entrepreneurship for 2026–2028. The main objective of the document is to ensure the economic reintegration of war veterans by creating favorable conditions for starting and developing their own businesses. The Program is aimed at transforming the potential of veterans into an effective tool for the economic recovery of Ukraine. It provides for a comprehensive approach: from financial support to the provision of preferential access to resources and sales markets.

    **Structure and main provisions:**
The document consists of a regulatory part (the order) and the Program itself, which contains an analysis of problems, methods for their resolution, financing mechanisms, and expected results. In contrast to the previous lack of a systematic approach, this act shifts from isolated initiatives to strategic planning, where the state assumes the role of coordinator and financial partner. The Program clearly defines a three-year planning horizon (2026–2028) with a total estimated budget of 928.86 million hryvnias.

    **Key provisions for practical application:**
For veteran entrepreneurs and the business community, the most important support instruments provided by the Program are:
    * **Public procurement:** implementation of a mechanism of reserved contracts for veteran businesses.
    * **Financial assistance:** state lending programs, interest rate subsidies, provision of guarantees, and non-repayable financial assistance.
    * **Property benefits:** the right to lease state and communal property without conducting an auction.
    * **Infrastructure:** creating conditions for the development of veteran businesses within industrial parks and facilitating entry into foreign markets.

This act is [****], as it directly affects the regulation of economic activities of veterans and interaction with state financial institutions.
