**1. Substance of the Act**
This joint order of the Security Service of Ukraine and the Ministry of Digital Transformation of Ukraine approves the new Procedure for Interaction between these agencies. The document regulates the procedure for conformity assessment of electronic communication technical equipment with the requirements for ensuring operational-search, counterintelligence, and intelligence activities, as well as covert investigative (search) actions. It defines a clear mechanism for the formation, approval, and publication of the list of equipment that must mandatory support the functions of special interception of information in public communication networks.

For the practical application of the act, the following provisions are key:
* **Developer of the draft List:** The function of preparing the draft List of technical equipment requiring the implementation of special functions is assigned to the Ukrainian Research Institute of Special Equipment and Forensic Expertise of the SBU (UkrNDISTSE).
* **Approval Deadlines:** A strict time limit has been established for the Ministry of Digital Transformation — the review and approval of the draft List must not exceed 30 days from the date of its receipt from the SBU.
* **Publicity and Transparency:** The approved List must be published on the official websites of the SBU and the Ministry of Digital Transformation, which is critical for manufacturers, importers, and telecommunications operators.
* **Mandatory Assessment:** All technical equipment included in the final List shall be subject to mandatory conformity assessment for the proper implementation of functions to conduct intelligence and covert investigative actions by authorized bodies.
