    2. **Change in Record-Keeping Procedure:** Clause 15 of the Instruction is now more general in nature, allowing for the application of general legislative norms to the accounting of certificate forms and badges, rather than relying solely on narrow departmental instructions, thereby reducing the bureaucratic burden.
    3. **Administrative Correction:** The removal of Clause 16 and the revision of Clause 5 signify a simplification of internal document workflow within the Department of Social Security of the Ministry of Defense.
