    On Amendments to the Procedure for Issuance, Reissuance, and Termination of Validity (Revocation, Invalidation) of Special Water Use Permits

    This Resolution of the Cabinet of Ministers of Ukraine No. 760 dated June 10, 2026, introduces systemic changes to the procedure for issuing and administering permits for special water use.     * **Simplification:** abolition of the need to coordinate limits for secondary water users with the State Agency of Water Resources bodies, and the introduction of an exemption for holders of integrated environmental permits.

    **Important Provisions for Practical Use:**
    1. **Electronic Form:** Henceforth, the submission of documents and receipt of a permit shall be carried out through the State Agency of Water Resources information system, which requires the possession of qualified or advanced electronic signatures.
    2. **Integrated Permit:** An important novation — if a business entity already holds an integrated environmental permit that covers the conditions of special water use, a separate permit for special water use is not required.
    3. **Geographic Coordinates:** When submitting documents for obtaining a permit, it is mandatory to specify the geographic coordinates of wastewater discharge points.
    4. **Grounds for Re-issuance:** A clear ground has been added — privatization of a single property complex of a state-owned or municipal enterprise (provided that the characteristics of water use remain unchanged).
    5. **Secondary Water Users:** Limits for those who receive water under agreements with primary water users no longer require approval from State Agency of Water Resources organizations, which significantly simplifies the bureaucratic process.
