    1. **Differentiation by Type of Work:** The order clearly links the issuance of specific special clothing to official duties and working conditions (harmfulness, danger, work with chemicals, or high voltage).
    2. **System of Notes:** Notes 1-30 are critically important as they define the procedure for the replacement of property, retention norms (e.g., the number of towels or bedsheets), and the conditions for the issuance of “on-duty” inventory, which is assigned not to an individual, but to a workplace.
    3. **Flexibility of Provision:** The substitution of certain items of logistical property with others within the cost equivalent is permitted, allowing for a more rational use of budgetary funds.
