    Accounting Prices for Bank Metals (NBU)

    The National Bank of Ukraine has established accounting prices for bank metals such as gold, silver, platinum, and palladium. These prices are indicative and used for accounting, statistics, and other purposes, but the NBU is not obliged to buy or sell metals at these prices.

    Official Exchange Rate of Hryvnia Against Foreign Currencies and SDR (NBU)

    The National Bank of Ukraine announced the official exchange rate of hryvnia against foreign currencies and SDR. These rates are used for reflection in accounting, for NBU transactions with the State Treasury Service of Ukraine, and in other cases defined by law. The NBU does not undertake any obligation to buy or sell these currencies at these rates.

    Changes to the Nutrition Standards for Military Personnel (CMU)

    The Cabinet of Ministers of Ukraine has amended the nutrition standards for military personnel of the Armed Forces and other military formations. Military personnel participating in hostilities will receive additional products such as dried fruits, chocolate, pate, retort-packed meat dishes, biscuits, coffee, as well as water disinfection and hygiene products.

    Amendments to the Charter of JSC “NNEGC “Energoatom” (CMU)

    The Cabinet of Ministers of Ukraine has amended the Charter of the Joint Stock Company “National Nuclear Energy Generating Company “Energoatom”. The special status of the property of nuclear power plants, nuclear installations and materials, which is not subject to alienation, transfer as collateral or privatization, is emphasized. The position of corporate secretary is introduced, who is responsible for interaction with shareholders, investors and ensuring the effective operation of the supervisory board.

    Procurement of Used Vehicles for Military Units (CMU)

    The Cabinet of Ministers of Ukraine has allowed military units to purchase used vehicles, such as pickups, ATVs and motorcycles, subject to the availability of staffing needs and expert valuation. The purchase of used vehicles is permitted only to military units authorized by state customers in the field of defense.

    Changes to the Rules for Licensing of Exports and Imports (CMU)

    The Cabinet of Ministers of Ukraine has amended the lists of goods subject to export and import licensing and quotas for 2025. The authority to license certain goods has been transferred to the Ministry of Economy, Environment and Agriculture. The grounds for refusing to issue licenses for the export and import of controlled substances and goods containing them have been clarified in order to ensure the fulfillment of Ukraine’s international obligations.

    Changes to the Procedure for Reserving Conscripts (CMU)

    The Cabinet of Ministers of Ukraine has amended the procedure for reserving conscripts, allowing an increase in the limit of reserved employees to 100% for critical enterprises located in areas of active or possible hostilities. Also, criteria for recognizing permanent missions of foreign media as critically important have been defined.

    Formation of an Interdepartmental Working Group on Reforming the Prosthetics Sector (CMU)

    The Cabinet of Ministers of Ukraine has established an Interdepartmental Working Group on Reforming the Prosthetics Sector. The purpose of the group is to improve the prosthetics system in Ukraine by coordinating the actions of government bodies, identifying new approaches and improving the regulatory framework.

    Changes to the Plan for the Distribution and Use of the Radio Frequency Spectrum (CMU)

    The Cabinet of Ministers of Ukraine has amended the Plan for the Distribution and Use of the Radio Frequency Spectrum in Ukraine. Clarifications have been made regarding the use of radio frequencies on board seagoing vessels and the conditions for using picocell base stations for cellular communications. The conditions for using radio frequency bands for broadband radio access have been clarified.

    Changes to the Procedure for Handling Appeals at the Ministry of Justice of Ukraine

    The Ministry of Justice of Ukraine has amended the Procedure for Handling Appeals and Organizing Personal Reception of Citizens. The officials who conduct the reception and the conditions for making an appointment with the Minister of Justice have been clarified. The procedure for signing responses to appeals submitted during a personal reception is determined.

    Ensuring the Right to Education for Military Personnel (Law of Ukraine)

    The Law of Ukraine guarantees the right to education for military personnel aged 18 to 25 who are serving under contract or conscription during mobilization, for a special period. The law provides for the preservation of the place of study and the payment of scholarships after resuming studies. It regulates the issue of granting leave to military personnel during martial law.

    Changes to the Procedure for Payment of Additional Remuneration to Servicemen of the National Guard of Ukraine (MIA)

    The Ministry of Internal Affairs of Ukraine has amended the procedure for paying additional remuneration to servicemen of the National Guard of Ukraine during martial law. Additional remuneration will be available to medical personnel of medical units, servicemen who manage troop groupings, escort arrestees in the combat zone, and guard government authorities in the combat zone.

    Ukraine’s Accession to the Agreement on Fisheries in the Mediterranean (Law of Ukraine)

    Ukraine has acceded to the Agreement establishing the General Fisheries Commission for the Mediterranean, which will allow Ukraine to participate in international cooperation on the conservation and management of fish resources. The law contains a statement that the Agreement does not apply to the territory of Ukraine temporarily occupied by the Russian Federation.

    Technical Amendments to the Procedure for Organizing Work with Reports of Corruption (Ministry of Communities and Territories Development)

    The Ministry of Communities and Territories Development of Ukraine has made technical amendments to the Procedure for Organizing Work with Reports of Possible Facts of Corruption or Corruption-Related Offenses. The changes concern the clarification of names, references and grammatical inaccuracies in the text of the Procedure and its appendices.

    Technical Amendments to the Forms of State Contracts of the NACS

    The National Agency of Ukraine for Civil Service (NACS) has made technical amendments to the forms of state contracts, additional agreements and acts of services provided for the training of masters in the specialty “Public Administration and Administration” and for the professional development of civil servants.

    Technical Amendments to the Form of the State Supervision Act for Licensees in the Field of Road Transport (Ministry of Communities and Territories Development)

    The Ministry of Communities and Territories Development of Ukraine has made technical amendments to the previous order, which approved amendments to the unified form of the state supervision (control) act for licensees in the field of road transport.

    Changes to the Instructions Regarding the Application of the Economic Classification of Budget Expenditures (Ministry of Finance)

    The Ministry of Finance of Ukraine has amended the Instructions Regarding the Application of the Economic Classification of Budget Expenditures. The changes clarify which expenses are current or capital, and expand the list of expenses that can be made at the expense of budget funds, in particular, new types of surcharges, the purchase of components for computer equipment, drinking water, multivitamins and unmanned systems are added.

    Changes to the Forms of State Contracts for the Training of Masters (NACS)

    The National Agency of Ukraine for Civil Service (NACS) has made changes to the previous order, which approved the forms of state contracts, additional agreements and acts of services provided for the training of masters in the specialty “Public Administration and Administration” and advanced training of civil servants. The changes are aimed at bringing these forms into compliance with current legislation.

    Procedure for Organizing Work with Reports of Corruption in the Ministry of Communities and Territories Development of Ukraine

    The Ministry of Communities and Territories Development of Ukraine has approved the Procedure for Organizing Work with Reports of Corruption Offenses Received by the Ministry. Whistleblowers can use the Portal and a special telephone line to report. Compliance with the conditions of confidentiality and anonymity of whistleblowers is guaranteed.

    Changes to the Form of the State Supervision Act for Licensees in the Field of Road Transport (Ministry of Communities and Territories Development)

    The Ministry of Communities and Territories Development of Ukraine has approved changes to the unified form of the act used for state supervision (control) over licensees in the field of road transport. Licensees must ensure that drivers confirm their professional competence in accordance with the established procedure and enter data into the electronic system.
