This Order introduces technical and substantive amendments to the medical examination procedure for employees and candidates for service in the Economic Security Bureau (ESB). The primary purpose of the document is to update the regulatory framework upon which medical examinations in the Ministry of Internal Affairs healthcare facilities are conducted. Specifically, references to legislation regarding the provision of paid medical services have been updated, and the list of positions subject to examination has been clarified.

The Order consists of an administrative part and the “Amendments to the Procedure” itself. Key changes compared to the previous 2023 version include:
* Bringing the preamble and the text into compliance with Cabinet of Ministers of Ukraine Resolution No. 781 dated July 5, 2024 (regarding paid medical services).
* Replacing the term “competitions” with “competitive selection” throughout the text.
* Adjusting the annexes that define the list of positions and health status requirements, taking into account the current structure of ESB units (in particular, new areas such as digital transformation, strategic partnership, etc., have been added).
* Clarifying procedural matters regarding the referral for examination of persons who already hold special ranks of the ESB.
**Important Provisions for Practical Use:**
1. **Legal Basis for Payment:** All medical examinations are now explicitly linked to items 2 and 3 of the List of Cases approved by Cabinet of Ministers of Ukraine Resolution No. 781, which is crucial for the financial support of these procedures.
2. **Expansion of Subject Composition:** Paragraph 3 of Section I has been supplemented with the possibility of referring for examination persons who already hold special ranks of the ESB, subject to a decision by the leadership (the Director of the ESB or the head of a territorial administration).
3. **Updating of Positions:** The annexes to the Procedure have been significantly updated regarding unit titles (for example, “operational-technical response” is now used instead of “operational support”), which is critically important for correctly determining health status requirements for candidates for specific positions.
