    On Amending Resolutions of the Cabinet of Ministers of Ukraine dated October 30, 2013 No. 841 and dated July 29, 2022 No. 854

    **1. Substance of the Act**

    This resolution systematically reforms and details the process of population evacuation under conditions of emergencies and martial law. The document officially introduces the institution of “transit centers” as separate evacuation bodies and establishes special “multidisciplinary teams” of specialists attached to them. The main purpose of the changes is to ensure comprehensive social, medical, psychological, and legal support for evacuated persons at the initial stage of their displacement. The resolution also clearly regulates the interaction between local state and military administrations and the relevant Coordination Headquarters during the war.

    **2. Structure of the Act, Key Provisions, and Amendments**

    Structurally, the resolution consists of two main blocks that amend existing government decisions:

    * **The first block** amends the Procedure for Conducting Evacuation (Resolution of the Cabinet of Ministers of Ukraine [CMU] No. 841). It introduces the concepts of “transit center” and “multidisciplinary team”, details their functions, and adds an entirely new **Annex 3** — “Model Regulation on the Multidisciplinary Team Attached to the Transit Center”. In addition, the powers of evacuation commissions are expanded in terms of preparing proposals for conducting mandatory evacuation.
    * **The second block** supplements the Regulation on the Coordination Headquarters for Evacuation Activities (Resolution of the CMU No. 854), vesting it with new powers.

    *Compared to previous versions of the legislation*, where the evacuation process focused primarily on logistics (transportation and accommodation), the new version introduces a mandatory standard of humanitarian support directly at transit points. Previously, the functions of such centers and the composition of support teams were not unified at the level of secondary legislation.

    **3. Main Provisions for Practical Use**

    For practical application and understanding of how this will work “on the ground”, the following provisions are the most important:

    * **Status and duration of stay in the transit center:** Centers are established by decision of Regional State Administrations (RSA) / Military-Civil Administrations (MCA) in specially adapted premises (compulsorily taking into account the needs of low-mobility groups). The period of free stay for persons therein is from 3 to a maximum of 7 days.
    * **Package of guaranteed free services:** Evacuated persons are guaranteed the following directly at the center: registration and needs assessment, temporary bed-space, meals, medical assistance, psychological support, legal aid, assistance in obtaining social benefits, provision of hygiene products, and assistance in planning further travel routes.
    * **Work of the multidisciplinary team:** This is a group of specialists (a representative of social protection as a coordinator, a medical professional, a lawyer, a psychologist) who are obliged, **within 24 hours** from the moment of arrival of the evacuated person, to conduct an assessment of their needs and draw up an individual “Plan of Further Relocation”. Representatives of international and non-governmental organizations may be involved in the team.
    * **: Specifics of martial law:** Any decision of regional or Kyiv City state (military) administrations on the establishment or closure of a transit center under martial law must now be agreed with the Coordination Headquarters within 10 working days. This ensures a strict vertical chain of command for managing evacuation processes during the war.
