**1. Substance of the Act**
This document is an official notification of the Ministry of Justice of Ukraine on the termination of a number of bilateral international treaties and protocols previously concluded with the Government of the Republic of Belarus. In particular, the notification records the cancellation of agreements regarding a simplified procedure for crossing the state border by residents of border areas, as well as the termination of documents on industrial, scientific, and technical cooperation. The termination of these agreements takes effect on specific dates in June and November 2026, based on official notifications from the Ministry of Foreign Affairs of Ukraine. In effect, this act legally establishes the final termination of treaty relations between the countries in these areas.
**2. Structure of the Act and Amendments**
The document has a clear and concise structure in the form of a table consisting of 7 items. For each international treaty or protocol, the following is specified:
* Full official title;
* Registration code in the Unified State Register of Legal Acts;
* Source of official publication in the “Official Gazette of Ukraine”;
* Specific date of termination of validity and reference details of the letter of the Ministry of Foreign Affairs of Ukraine which serves as the basis thereof.
Compared to the previous state of legal regulation, where these treaties provided for a special (simplified) regime for border crossing and industrial cooperation, this act completely revokes the aforementioned privileges and legal mechanisms without any alternative replacement.
**3. Main Provisions Important for Application**
For the practical activities of lawyers, law enforcement, border, and customs authorities, two dates of the documents’ termination are of key importance:
* **12 June 2026** — the intergovernmental Agreement on the Procedure for Crossing the Ukrainian-Belarusian State Border by Citizens Residing in Border Areas (dated 12.12.1998), as well as two protocols amending it (items 1, 2, 3 of the table), shall completely cease to be in force. This signifies the complete cancellation of the simplified border crossing regime for local residents.
* **12 November 2026** — the Protocol on Industrial, Scientific, and Technical Cooperation (dated 16.06.2003), along with three protocols amending it in 2012, 2014, and 2016 (items 4, 5, 6, 7 of the table), shall terminate. This revokes any legal grounds for simplified industrial interaction and cooperation at the state level.
