    Certain Issues Regarding the Creation and Functioning of the Unified Web Portal for Enemy Equipment Research

    This Resolution of the Cabinet of Ministers of Ukraine No. 800 dated June 17, 2026, approves the creation and functioning of the Unified Web Portal for Enemy Equipment Research (trophylab.mod.gov.ua). The main purpose of the portal is to systematize data on enemy equipment and organize its inspection and research for the development of the domestic defense-industrial complex. The system allows state authorities and specialized enterprises to exchange analytical results, which contributes to increasing the effectiveness of countermeasures against enemy armament. ****

    ### Structure and Main Provisions
    The Resolution consists of a regulatory part and the Regulation on the portal. It defines:
    * **Owner and Administrator:** The owner is the Ministry of Defense, which also ensures the financing and modernization of the system.
    * **Users:** Access to the portal is granted to state security and defense agencies, private business entities (manufacturers of weapons and military equipment), as well as foreign partners.
    * **Registration:** Clear criteria have been established for the admission of business entities, including requirements regarding the absence of sanctions, no ties to the aggressor state, and confirmation of manufacturer status.
    * **Research Procedure:** The Resolution regulates the mechanism for submitting applications, the terms for transferring equipment samples (with or without return), and the obligation of users to report on the research results.

    ### Important Aspects for Application
    For the practical application of this act, attention should be paid to the following points:
    1. **Mandatory Reporting:** A user who has received access to a sample is obliged to provide the research results to the administrator within 10 business days. Failure to comply with this condition leads to restricted access to the portal.
    2. **Security and Restricted Access:** The portal does not publish the results of forensic examinations without the permission of an investigator/prosecutor or a court verdict. Access to restricted information is regulated by separate legal provisions on information protection.
    3. **Logistics and Liability:** The transfer of trophy equipment is carried out with the execution of an acceptance-transfer act. The costs of conducting research are borne by the user who initiated the inspection of the sample.
    4. **Security Filter:** Registration on the portal is impossible for companies that have any ties to the aggressor state or are under sanctions, which is critical for the protection of defense data.
