Amendments to the Small, Large, and Especially Large Amounts of Psychotropic Substances in Illicit Trafficking, approved by Order of the Ministry of Health of Ukraine dated August 01, 2000, No. 188, registered with the Ministry of Justice of Ukraine on August 16, 2000, under No. 513/4734 (as amended by Order of the Ministry of Health of Ukraine dated July 29, 2010, No. 634)

This Order of the Ministry of Health of Ukraine amends the standards that determine weight thresholds for the qualification of crimes related to the illicit trafficking of psychotropic substances. The document officially establishes threshold values (small, large, and especially large amounts) for two new substances: ADB-4en-PINACA and 10-hydroxy-hexahydrocannabiphorol (10-OH-HHCP). These amendments enable law enforcement agencies and courts to clearly determine the severity of offenses when these compounds are seized.

    **Structure and Main Provisions:**
The Order has direct effect and supplements Table 2, “Small, Large, and Especially Large Amounts of Psychotropic Substances in Illicit Trafficking.” Compared to the previous version, the list of controlled substances has been expanded to include new synthetic compounds that were not previously detailed in this list. The document is part of the mechanism of state control over the circulation of narcotic drugs and psychotropic substances.

    **Important Provisions for Law Enforcement:**
For legal practice, the establishment of specific weight indicators is key:
    * For **ADB-4en-PINACA**: a small amount is considered to be a mass of up to 0.015 g, a large amount is from 0.15 to 1.5 g, and an especially large amount is 1.5 g or more.
    * For **10-OH-HHCP**: a small amount is a mass of up to 0.15 g, a large amount is from 1.5 to 15.0 g, and an especially large amount is 15 g or more.

These figures are decisive for qualifying actions under the relevant articles of the Criminal Code of Ukraine, as the severity of the punishment and the distinction between administrative or criminal liability depend specifically on the mass of the substance.
