The decision of the National Security and Defense Council of Ukraine, enacted by this Presidential Decree, concerns the application of personal special economic and other restrictive measures (sanctions). The Decree puts into effect the decision of the National Security and Defense Council of Ukraine, assigns control over its implementation to the Secretary of the National Security and Defense Council of Ukraine, and determines the date of its entry into force.
The structure of the Decree consists of three short points: enactment of the decision of the National Security and Defense Council of Ukraine, designation of the person responsible for control, and establishment of the date of entry into force. The Decree is accompanied by the decision of the National Security and Defense Council of Ukraine, which contains a specific list of persons to whom sanctions are applied and a list of restrictive measures.
The most important provision of the Decree is the enactment of the decision of the National Security and Defense Council of Ukraine, as it triggers the mechanism for applying sanctions to designated persons. Also important is the point on monitoring implementation, as it identifies the person responsible for implementing the decision.
