2. **Structure of the Law:** The order consists of the following parts:
* General provisions: define the scope of the Instruction and the main terms.
* Processing of materials on administrative offenses: describes the procedure for drawing up protocols, requirements for their content, rights and obligations of persons in respect of whom protocols are drawn up, as well as the procedure for attaching evidence.
* The procedure for processing a case on an administrative offense and sending it to court: defines the procedure for registering protocols, forming cases and transferring them to court.
* Appendices: contain forms of the protocol on administrative offense and the journal of registration of protocols.
3. **Main provisions:**
* The instruction regulates the procedure for drawing up protocols on administrative offenses provided for in Article 164 of the Code of Administrative Offenses of Ukraine, regarding violations related to licensing of activities in the field of gambling and lotteries.
* Protocols are drawn up in duplicate, one of which is handed to the person being prosecuted.
* The instruction describes in detail the information that must be specified in the protocol, including data about the offender, the essence of the violation, references to normative legal acts and explanations of the parties.
* Protocols are registered in a special journal and, together with other materials, are submitted to the court for consideration of the case.
* Importantly, the Instruction provides for a procedure in cases where a person refuses to sign the protocol or receive a copy of it.
