ЗАТВЕРДЖЕНО Наказ Міністерства внутрішніх справ України ___ ___________ 2024 року № _____ ЗМІНИ до Особливостей виплати додаткової винагороди, винагороди за особливості проходження служби (навчання) під час воєнного стану (особливого періоду) та порядку і умов виплати одноразової винагороди військовослужбовцям Державної прикордонної служби України 1. Пункт 2 викласти в такій редакції: «2. Під час дії воєнного стану (особливого періоду) військовослужбовцям, які залучаються до складу об’єднаних сил та беруть безпосередню участь у веденні бойових дій або забезпеченні здійснення заходів з національної безпеки і оборони, відсічі і стримування збройної агресії Російської Федерації, перебуваючи безпосередньо в районах проведення воєнних (бойових) дій, у тому числі на території противника, здійснюють заходи, необхідні для забезпечення оборони України, захисту безпеки населення та інтересів держави у зв’язку з військовою агресією Російської Федерації проти України, додатково виплачується щомісячна додаткова винагорода у розмірі 100000 гривень пропорційно часу участі у таких діях та заходах.». 2. Пункт 3 викласти в такій редакції: «3. Військовослужбовцям, які здійснюють заходи із забезпечення національної безпеки і оборони, відсічі і стримування збройної агресії Російської Федерації, перебуваючи у складі угруповань військ (сил) Сил оборони держави, у зонах активних бойових дій, додатково виплачується щомісячна додаткова винагорода у розмірі 50000 гривень пропорційно часу виконання таких завдань.». 3. Пункт 4 викласти в такій редакції: «4. В інших випадках, військовослужбовцям додатково виплачується щомісячна додаткова винагорода у розмірі 20100 гривень пропорційно часу проходження служби.». 4. Пункт 5 викласти в такій редакції: «5. Додаткова винагорода, передбачена пунктами 2 – 4 цих Особливостей, виплачується на підставі наказів про встановлення (виплату) такої винагороди, які видаються на підставі: бойових наказів (бойових розпоряджень); наказів (розпоряджень) органів управління, до завдань яких належить організація і забезпечення виконання заходів з національної безпеки і оборони, відсічі і стримування збройної агресії Російської Федерації.». 5. Пункт 7 викласти в такій редакції: «7. Військовослужбовцям, які у зв’язку з пораненням (контузією, травмою, каліцтвом), пов’язаним із захистом Батьківщини, перебувають на стаціонарному лікуванні в закладах охорони здоров’я (у тому числі іноземних держав), або перебувають у відпустці для лікування після тяжкого поранення за висновком військово-лікарської комісії, виплачується додаткова винагорода у розмірі 100000 гривень щомісячно.». 6. Пункт 8 викласти в такій редакції: «8. Курсантам (слухачам) вищих військових навчальних закладів, закладів вищої освіти із специфічними умовами навчання та військових навчальних підрозділів закладів вищої освіти, які залучаються до несення служби у складі добового наряду (в тому числі і на території пунктів постійної дислокації), додатково виплачується щомісячна додаткова винагорода у розмірі 30000 гривень пропорційно часу несення служби у складі добового наряду.». 7. Пункт 9 викласти в такій редакції: «9. Додаткова винагорода, передбачена цими Особливостями, не виплачується: військовослужбовцям, які проходять службу за кордоном (крім тих, які беруть безпосередню участь у веденні бойових дій або забезпеченні здійснення заходів з національної безпеки і оборони, відсічі і стримування збройної агресії Російської Федерації, перебуваючи безпосередньо в районах проведення воєнних (бойових) дій, у тому числі на території противника, здійснюють заходи, необхідні для забезпечення оборони України, захисту безпеки населення та інтересів держави у зв’язку з військовою агресією Російської Федерації проти України); військовослужбовцям, які тимчасово перебувають за межами України (крім тих, які перебувають на стаціонарному лікуванні у закладах охорони здоров’я іноземних держав у зв’язку з пораненням (контузією, травмою, каліцтвом), пов’язаним із захистом Батьківщини); особам, звільненим з посад». 8. Пункт 10 виключити. 9. Пункт 11 викласти в такій редакції: «11. Виплата додаткової винагороди здійснюється щомісяця у день виплати грошового забезпечення за поточний місяць.». 10. У пункті 13 слова «пунктами 2, 10» замінити словом «пунктом 2». 11. Пункт 14 виключити. 12. У пункті 15 слова «пунктами 3, 10» замінити словом «пунктом 3». 13. У пункті 16 слова «пунктами 4, 10» замінити словом «пунктом 4». 14. Доповнити розділ новим пунктом 17 такого змісту: «17. У разі якщо виконання завдань, зазначених у пунктах 2 – 4 цих Особливостей, здійснюється спільно з іншими військовими формуваннями та правоохоронними органами, додаткова винагорода виплачується на підставі спільних наказів (розпоряджень) керівників відповідних органів.». 15. Пункт 4 розділу ІІ викласти в такій редакції: «4. Виплата одноразової грошової допомоги здійснюється на підставі наказу Голови Державної прикордонної служби України або уповноваженої ним особи.». 16. Додаток до Особливостей виплати додаткової винагороди, винагороди за особливості проходження служби (навчання) під час воєнного стану (особливого періоду) та порядку і умов виплати одноразової винагороди військовослужбовцям Державної прикордонної служби України викласти в новій редакції (додається). Approved by Order of the Ministry of Internal Affairs of Ukraine ___ ___________ 2024 № _____ AMENDMENTS to the Peculiarities of Payment of Additional Remuneration, Remuneration for the Peculiarities of Service (Training) during Martial Law (Special Period) and the Procedure and Conditions for Payment of a One-Time Reward to Servicemen of the State Border Guard Service of Ukraine 1. To state paragraph 2 as follows: “2. During the period of martial law (special period), servicemen who are involved in the joint forces and directly participate in hostilities or ensure the implementation of measures for national security and defense, repulse and deterrence of armed aggression by the Russian Federation, being directly in the areas of military (combat) operations, including on the territory of the enemy, carry out measures necessary to ensure the defense of Ukraine, protect the security of the population and the interests of the state in connection with the military aggression of the Russian Federation against Ukraine, shall be additionally paid a monthly additional remuneration in the amount of 100,000 hryvnias in proportion to the time of participation in such actions and measures.”. 2. To state paragraph 3 as follows: “3. Servicemen who carry out measures to ensure national security and defense, repulse and deterrence of armed aggression by the Russian Federation, while being part of the groups of troops (forces) of the Defense Forces of the state, in the zones of active combat operations, shall be additionally paid a monthly additional remuneration in the amount of 50,000 hryvnias in proportion to the time of performance of such tasks.”. 3. To state paragraph 4 as follows: “4. In other cases, servicemen shall be additionally paid a monthly additional remuneration in the amount of 20,100 hryvnias in proportion to the time of service.”. 4. To state paragraph 5 as follows: “5. The additional remuneration provided for in paragraphs 2 – 4 of these Peculiarities shall be paid on the basis of orders on the establishment (payment) of such remuneration, which are issued on the basis of: combat orders (combat instructions); orders (instructions) of management bodies, whose tasks include the organization and ensuring the implementation of measures for national security and defense, repulse and deterrence of armed aggression by the Russian Federation.”. 5. To state paragraph 7 as follows: “7. Servicemen who, due to injury (concussion, trauma, mutilation) related to the defense of the Motherland, are undergoing inpatient treatment in healthcare facilities (including foreign countries), or are on leave for treatment after a serious injury according to the conclusion of the military medical commission, shall be paid an additional remuneration in the amount of 100,000 hryvnias monthly.”. 6. To state paragraph 8 as follows: “8. Cadets (students) of higher military educational institutions, higher education institutions with specific learning conditions, and military training units of higher education institutions who are involved in duty as part of a daily detail (including on the territory of permanent deployment points) shall be additionally paid a monthly additional remuneration in the amount of 30,000 hryvnias in proportion to the time of duty as part of the daily detail.”. 7. To state paragraph 9 as follows: “9. The additional remuneration provided for in these Peculiarities shall not be paid to: servicemen who are serving abroad (except for those who directly participate in hostilities or ensure the implementation of measures for national security and defense, repulse and deterrence of armed aggression by the Russian Federation, being directly in the areas of military (combat) operations, including on the territory of the enemy, carry out measures necessary to ensure the defense of Ukraine, protect the security of the population and the interests of the state in connection with the military aggression of the Russian Federation against Ukraine); servicemen who are temporarily outside of Ukraine (except for those who are undergoing inpatient treatment in healthcare facilities of foreign countries due to injury (concussion, trauma, mutilation) related to the defense of the Motherland); persons dismissed from their positions.” 8. To exclude paragraph 10. 9. To state paragraph 11 as follows: “11. The additional remuneration shall be paid monthly on the day of payment of monetary allowance for the current month.”. 10. In paragraph 13, to replace the words “paragraphs 2, 10” with the word “paragraph 2”. 11. To exclude paragraph 14. 12. In paragraph 15, to replace the words “paragraphs 3, 10” with the word “paragraph 3”. 13. In paragraph 16, to replace the words “paragraphs 4, 10” with the word “paragraph 4”. 14. To supplement the section with a new paragraph 17 as follows: “17. If the tasks specified in paragraphs 2 – 4 of these Peculiarities are performed jointly with other military formations and law enforcement agencies, the additional remuneration shall be paid on the basis of joint orders (instructions) of the heads of the relevant bodies.”. 15. To state paragraph 4 of section II as follows: “4. The one-time financial assistance shall be paid on the basis of an order of the Head of the State Border Guard Service of Ukraine or a person authorized by him.”. 16. To state the annex to the Peculiarities of Payment of Additional Remuneration, Remuneration for the Peculiarities of Service (Training) during Martial Law (Special Period) and the Procedure and Conditions for Payment of a One-Time Reward to Servicemen of the State Border Guard Service of Ukraine in a new version (attached).
