The resolution amends the procedure for granting housing subsidies and benefits for the purchase of solid fuel and liquefied gas to internally displaced persons (IDPs). The main goal is to harmonize the provision of these types of assistance with the receipt of one-time financial assistance from international organizations for the purchase of solid household fuel. Also, the resolution provides additional support for certain categories of IDPs for the purchase of solid fuel at the expense of the state budget.

The resolution amends three main documents:
* Regulations on the procedure for granting housing subsidies.
* Procedure for granting benefits for payment of housing and communal services, purchase of solid fuel and liquefied gas in monetary form.
* Procedure for using state budget funds to ensure the social protection of citizens who have found themselves in difficult life circumstances.
The main changes concern cases where IDPs have already received assistance for solid fuel from international organizations. In such a case, the granting of subsidies or benefits for the same purposes may be suspended or changed. * If IDPs received one-time assistance from international organizations for the purchase of solid fuel during the 2025/26 heating season, this will affect their right to receive a housing subsidy or benefit for the purchase of solid fuel and liquefied gas.
* Starting from the 2026/27 heating season, authorized bodies will check the fact of receiving such international assistance before granting a subsidy or benefit for solid fuel.
* Additional support is introduced for IDPs who are recipients of benefits/subsidies for solid fuel, at the expense of the state budget. This support is provided to certain categories of IDPs who reside in the territory of Ukraine, except for certain regions, or reside in Sumy, Kharkiv, Kherson, Luhansk, Donetsk, Dnipropetrovsk, Zaporizhzhia, Mykolaiv, and Chernihiv regions.
