Some Issues of Scaling Up the Production of Weapons and Military Equipment

Essence of the Act:
The resolution regulates the process of transferring design documentation to increase the production of weapons and military equipment under martial law. The document defines the mechanism for transferring documentation to domestic manufacturers to establish serial production of weapons, equipment, and ammunition. This allows for scaling production when the capacities of a single manufacturer are insufficient.

Structure and Main Provisions:
The resolution consists of two parts – the resolution itself and the Procedure for Transferring Design Documentation. The Procedure contains 10 points that define terminology, decision-making mechanism, requirements for manufacturers, and conditions for documentation transfer. The document supplements the existing Regulations on the Interdepartmental Commission on Defense-Industrial Complex.

Key Provisions for Application:
1. Documentation transfer is possible if the current manufacturer’s workload is 75-100% and there is additional demand.
2. The new manufacturer must meet 19 criteria, including the absence of connections with the aggressor state, debts, availability of special permits, etc.
3. The manufacturer receiving the documentation must master production within 18 months and pay 3% of the cost price for author’s support.
4. Documentation cannot be transferred to third parties and must be returned if production is not mastered in a timely manner.
