    Review of Legislative Acts

    1. Regulation (EU) 2024/1689 (Artificial Intelligence Act)

    This Regulation establishes a harmonized legal framework for the development, placing on the market, and use of artificial intelligence systems in the Union. It categorizes AI systems based on a risk-based approach: prohibited practices (such as biometric categorization or social scoring), high-risk systems subject to strict compliance obligations (including data governance and human oversight), and systems subject to transparency obligations. The text mandates technical documentation, record-keeping, and cybersecurity standards for providers and deployers to ensure the safety and fundamental rights of users.

    2. Directive (EU) 2024/1785 (Amending the Energy Performance of Buildings Directive)

    The act mandates that all new buildings must be zero-emission buildings by 2030, with an earlier deadline of 2028 for new buildings owned by public bodies. It introduces Minimum Energy Performance Standards (MEPS) for non-residential buildings, requiring the renovation of the worst-performing stock. The legislation necessitates the phasing out of stand-alone fossil fuel boilers by 2040 and requires the integration of solar energy installations in new and existing public and commercial buildings where technically and economically feasible.

    3. Regulation (EU) 2024/1747 (Gas and Hydrogen Market Regulation)

    This Regulation sets out rules for the internal market in renewable gas, natural gas, and hydrogen. It focuses on the integration of renewable and low-carbon gases into the existing gas network. The act requires transmission and distribution system operators to provide access to hydrogen networks and includes provisions for the unbundling of hydrogen infrastructure. It establishes a framework for cross-border cooperation and the certification of renewable and low-carbon gases to ensure decarbonization of the energy sector.

    4. Regulation (EU) 2024/1263 (European Media Freedom Act)

    The Regulation institutes common rules to protect media pluralism and independence within the internal market. It prohibits public authorities from interfering in editorial decisions and restricts the use of intrusive surveillance software against journalists and their families. It requires media service providers to disclose their ownership structures and mandates transparent allocation of state advertising to media outlets. Furthermore, it establishes a European Board for Media Services to monitor compliance and ensure consistent application of media standards across Member States.
