**On Approving Amendments to the Instruction on Compiling and Applying Schedules of Hourly Electricity Blackouts**

Good day! I will gladly help you understand this document.

    1. **Essence of the law:** This order amends the instruction on the preparation and application of hourly electricity outage schedules (HEOS). The changes are aimed at adapting the rules for the application of HEOS during martial law and after it, especially in the regions most affected by armed aggression. Also, the changes relate to a more flexible application of HEOS, taking into account the availability of distributed generation.

    2. **Structure and main provisions:**
    * The order amends the Instruction on the Preparation and Application of Hourly Electricity Outage Schedules, approved by the Ministry of Energy and Coal Industry back in 2015.
    * It stipulates that in certain regions (Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson, Chernihiv) during martial law and for 6 months after its cancellation, HEOS may cover up to 100% of consumers, but not less than 70% of maximum consumption.
    * It also provides for the possibility of promptly reducing the scope of application of HEOS and canceling the application of HEOS by blocks.
    * The availability of distributed generation is taken into account, allowing HEOS not to be applied to lines where it covers at least 80% of consumption.

    3. **Key provisions for use:**
    * During the period of martial law and for six months after its termination or cancellation for Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson, Chernihiv regions, hourly electricity outage schedules are drawn up in the amount of up to 100 percent, but not less than 70 percent of the maximum consumption of electric power in the period from 08:00 to 22:00 hours of the regime day of measurements of each distribution system operator and consumers connected to the transmission system.
    * Distribution system operators (DSOs) must respond promptly to changes in the scope of HEOS application.
    * If distributed generation covers at least 80% of consumption on a given line, HEOS does not apply to it.

I hope this helps you better understand this order!
