This document is a ruling of the Grand Chamber of the Constitutional Court of Ukraine (CCU) dated March 31, 2026, concerning the consolidation of constitutional proceedings. The essence of the ruling is to consolidate several constitutional complaints concerning the same issue into one proceeding for more efficient consideration. In this case, the complaints of Dudkevych E.V., Masyuk M.P., and Masyuk P.M. regarding the constitutionality of paragraph 8 of the section “Final Provisions” of the Law of Ukraine “On the State Budget of Ukraine for 2023” are consolidated.
The structure of the ruling includes an introductory part with information about the judges who participated in the consideration, a description of the circumstances of the case, a reasoning part with justification for the decision to consolidate the proceedings, and a operative part with a resolution on the consolidation and referral of the case to the Second Senate of the CCU.
The most important provision is the decision to consolidate the constitutional proceedings into one and refer the consolidated case to the Second Senate of the CCU for consideration. This means that all submitted complaints will be considered together, which should contribute to a more comprehensive and coordinated resolution of the issue regarding the constitutionality of paragraph 8 of the section “Final Provisions” of the Law of Ukraine “On the State Budget of Ukraine for 2023”.
