### Digest of Legislative Acts
#### Establishment of Parliamentary Commissions
The Verkhovna Rada has approved the creation of three new bodies: a special commission on northern border territories and radioactive contamination zones, a special commission on developing a military justice system, and an investigative commission to audit public safety and the implementation of regional resilience plans during martial law.
#### National Security and Sanctions Policy
Decisions of the National Security and Defense Council aimed at applying personal special economic and other restrictive measures against a number of entities have been approved. Additionally, matters concerning the protection of Ukraine’s rights during dispute resolution in foreign jurisdictions, particularly regarding the compensation for damages caused by an international armed conflict, have been regulated.
#### Asset Management and Energy
The Government has approved changes to the financial obligations of PrJSC “NEC ‘Ukrenergo’” related to the provision of state guarantees. Decisions have also been adopted regarding the reorganization of state institutions of the Academy of Medical Sciences, and mechanisms for managing the State Concern “Nuclear Fuel” have been updated.
#### Education, Healthcare, and Veterans’ Policy
The procedure for implementing the pilot project on creating a network of veteran spaces has been updated. Amendments have been made to the licensing conditions for the circulation of medicinal products, and new rules for pharmacovigilance have been approved. Furthermore, the methodology for calculating the cost of the unified state qualification examination in the field of healthcare has been updated.
#### Electoral Process
The Central Election Commission has approved new templates for identification cards for all participants in the electoral process, both for presidential and parliamentary elections. In addition, clear procedures for the transmission of vote count protocols from foreign polling stations to the Central Election Commission have been established.
#### Budgetary Regulation and Reporting
A reallocation of budget expenditures for 2026 has been carried out for the Ministry of Education and Science and the National Agency on Corruption Prevention. The Securities and Stock Market Commission has updated requirements for financial reporting, and the Ministry of Finance has clarified the procedure for suspending budget appropriations.
#### Administrative Procedures and International Cooperation
A draft agreement between the Government of Ukraine and the Organisation for Economic Co-operation and Development (OECD) on accession to the Committees on Statistics has been approved. Amendments have been made to the procedure for maintaining records of citizens residing outside of Ukraine, and the regulations governing the interaction between ARMA and the Ministry of Justice regarding confiscated assets have been updated.
