Overview of Regulatory and Legal Changes
Regarding the Transfer of Property to the Ownership of Territorial Communities
The Cabinet of Ministers has adopted an ordinance on the transfer of individually identified property into the ownership of the Mykolaiv and Shevchenkove territorial communities of Mykolaiv Oblast. A similar decision has been made regarding the transfer of state-owned immovable and individual property into the ownership of the territorial community of the city of Kyiv. These acts are aimed at the legal formalization of the change of ownership of state assets in favor of local self-government bodies.
Regarding the CEC Clarification on Informing During a Referendum
The Central Election Commission has published a clarification regarding the procedure for transmitting operational information on the progress of voting throughout the day of a nationwide referendum. The document defines procedural mechanisms for communication between election commissions and the CEC to ensure stable collection of data on voter turnout and the progress of the expression of will. This is a technical tool for organizing the electoral process in terms of operational reporting.
Regarding Electronic Interaction of State Registers
The Procedure for electronic information interaction between the State Register of Rights to Immovable Property and the Unified Register of Debtors has been approved. Henceforth, the automated system for enforcement proceedings will be able to receive data from the real estate register in real time. This is intended to simplify the process of imposing and lifting liens on the property of debtors within the framework of enforcement proceedings.
Regarding Convicts’ Access to the Internet
Amendments have been made to the Procedure for organizing access for convicted persons to the global Internet. The regulatory act details the conditions under which convicts may use the network, as well as the list of permitted resources and restrictions. The amendments are aimed at bringing penitentiary rules into compliance with current technical and security requirements.
Regarding the Register of State Information Systems
A new Procedure for maintaining and managing the Register of Information and Electronic Communication Systems of State Bodies has been approved. The document defines the rules for accounting for such systems, including resources of enterprises and organizations belonging to the sphere of management of state structures. This creates a centralized accounting system for the public sector’s IT infrastructure.
Regarding Military Registration and Consular Services
The Government has approved amendments regulating the maintenance of the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists. The procedure for consular officials to verify the validity of military registration documents of citizens of Ukraine residing abroad has been separately regulated. This ensures the integration of diplomatic institutions into the system for updating military records.
Regarding Changes in the Regulation of Collective Investment Institutions
The National Securities and Stock Market Commission has updated the regulatory framework regarding the activities of collective investment institutions. The amendments concern requirements for transparency of operations and procedural issues regarding the functioning of such institutions in the market. The regulator has updated the supervision of investment assets in accordance with current legislative requirements.
Regarding Changes in the Field of Food Labeling
The Cabinet of Ministers has recognized a number of resolutions concerning the labeling of food products and feed as null and void. This decision is aimed at deregulation and the unification of labeling requirements in accordance with current European standards. Certain resolutions in this area have been reviewed to avoid conflicts in legislation.
Regarding Military Service Under Contract for Conditionally Sentenced Persons
Amendments allowing individuals released on parole from serving a sentence to perform military service under contract have entered into force. The act defines the procedural steps for the implementation of this right, including the interaction between penal enforcement agencies and territorial recruitment centers. This creates a legal mechanism for involving such persons in the ranks of the Armed Forces of Ukraine.
