This Decree of the President of Ukraine enacts the decision of the National Security and Defense Council regarding the application of personal special economic and other restrictive measures (sanctions) against specific individuals and legal entities. The document serves as an instrument for implementing state policy in the sphere of national security, aimed at protecting the interests of the state and countering threats. The Decree enters into force from the moment of its official publication, and control over its execution is vested in the Secretary of the National Security and Defense Council.
The structure of the act consists of three items: enacting the decision of the National Security and Defense Council, assigning control functions, and determining the moment of entry into force. The main substantive part is contained in the appendix to the decision of the National Security and Defense Council, which lists the persons to whom the sanctions are applied and the types of these restrictions. Compared to previous similar acts, this Decree updates the sanctions lists in accordance with the current security situation and identified threats.
The most important provisions for practical application are the list of specific persons against whom sanctions have been introduced and the list of the restrictions themselves (e.g., blocking of assets, suspension of financial transactions, revocation of licenses, etc.). For business entities and state bodies, this document serves as a direct guide for action regarding the termination of any relations with sanctioned persons, as failure to comply with the requirements of the Decree entails legal liability.
