    On Amendments to the Procedure for Organizing and Maintaining Military Registration of Conscripts, Persons Liable for Military Service, and Reservists

    This Resolution of the Cabinet of Ministers of Ukraine No. 812 dated June 10, 2026, introduces significant amendments to the military registration procedure, aimed at its full digitalization and integration with state electronic registers.

    ### 1. Essence of the Document
    The Resolution modernizes the mechanism for interaction between employers and educational institutions with Territorial Recruitment and Social Support Centers (TCC). The primary focus is placed on transitioning data reconciliation and the submission of notifications regarding changes in registration data to an electronic interaction format via the “Diia” portal and the personal accounting cabinet. This allows for a significant reduction in paper document flow and ensures the accuracy of data in the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists in real-time.

    ### 2. Structure and Main Amendments
    The document introduces changes to the Procedure for Organizing and Maintaining Military Registration (Resolution No. 1487), in particular:
    * **Digitalization of checks:** Employers are now required to verify the existence of a military registration document (including an electronic one) prior to hiring.
    * **Electronic interaction:** Annex 28-1 has been implemented, which details the rules for data reconciliation via “Diia.”
    * **Optimization of reconciliation:** Schedules and procedures for reconciling personal accounting lists with the TCC have been amended, prioritizing electronic communication channels.
    * **Clarification of status:** The procedure for handling persons who have suspended employment contracts and persons residing in temporarily occupied territories has been clearly defined.

    ### 3. Important Provisions for Practical Use
    For businesses and institutions, the following innovations are the most critical:
    * **Document verification:** Upon hiring, the verification of the military registration document must be performed no earlier than 72 hours before the employment date.
    * **Notification timelines:** Notifications regarding hiring, dismissal, or changes in registration data must be submitted to the TCC within 7 days. If a technical possibility exists, this must be done exclusively via “Diia” or the personal accounting cabinet—a paper form is not required in such cases.
    * **Automation of reconciliation:** Data reconciliation is now conducted using a qualified electronic signature (QES) via “Diia.” This concludes with the generation of a “control list” in the Register.
    * **Liability:** Heads of enterprises bear personal responsibility for the accuracy and timeliness of the information submitted in electronic form.
    * **Exceptions:** It is important to remember that these rules (in particular, regarding “Diia”) do not apply to persons liable for military service and reservists of the Security Service of Ukraine (SBU) and intelligence agencies—a special procedure remains in effect for them.
