Certain issues regarding the procurement and delivery of portable charging stations with an estimated capacity of 2 kWh for the needs of children with disabilities of subgroup A in 2026

This Resolution governs the mechanism for financing the procurement and delivery of portable charging stations (with a capacity of 2 kWh) for children with disabilities of subgroup A in 2026. The document provides for the reallocation of the Ministry of Social Policy’s budget expenditures in the amount of over 109 million hryvnias to implement this social task. A specific implementing entity has been designated — JSC “Decarbonization Fund of Ukraine,” which will be responsible for the equipment procurement and logistics.

    **Structure and Main Provisions:**
The Resolution consists of a regulatory part (4 clauses) and an annex containing amendments to the Procedure for the Use of Funds, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1475. The main change involves the expansion of the areas for the use of budget funds and the designation of JSC “Decarbonization Fund of Ukraine” as the official recipient of budget funds for the purposes of this program. Importantly, the general criteria for determining recipients of budget funds, provided for by Resolution of the Cabinet of Ministers of Ukraine No. 228, have been waived for this implementing entity, which significantly simplifies the procedure for obtaining funding.

    **Key Aspects for Implementation:**
    1. **Reconciliation Mechanism:** Within one business week after the entry into force of the Resolution, the implementing entity is required to conduct a reconciliation with the Ministry of Social Policy regarding the volumes of unfulfilled obligations for the supply of stations.
    2. **Procurement Procedure:** Procurement shall be carried out in accordance with the requirements defined in Annex 1 to the Procedure for the Use of Funds of the State Decarbonization Fund (Resolution No. 761).
    3. **Reporting:** A strict reporting schedule has been established: operational information must be provided every Friday, and a final report on the program’s implementation must be submitted by December 20, 2026.
    4. **Target Audience:** The provision of equipment applies exclusively to children with disabilities of subgroup A who have not received equipment under previous programs.
