Reform of Control over the Issuance of Sick Leaves (Amendments to Procedure No. 185)
The Government has significantly changed the system of control over the issuance of sick leaves by introducing the principle of extraterritoriality and engaging independent medical verifiers through the electronic healthcare system. From now on, not only the certificates of incapacity for work themselves, but also the primary medical conclusions on the basis of which they were created, are subject to verification. Instead of Pension Fund officials, the assessment of documents will be carried out by practicing doctors from other regions who have passed a special selection process and have at least two years of practice. In addition, the procedure for appealing decisions on the compensation of insurance payments is now fully aligned with the requirements of the Law “On Administrative Procedure”.
Redistribution of Budget Funds for Defense Needs
The Cabinet of Ministers has adopted a decision to allocate over 10.8 billion hryvnias of the remaining balance of the state budget’s special fund to finance the defense sector. The lion’s share of this resource, namely over 9 billion hryvnias, has been redirected to the budget program for the development, procurement, modernization, and repair of weapons and military equipment. The remaining amount of nearly 1.8 billion hryvnias has been allocated for reforming the defense-industrial complex, developing new technologies, and increasing production capacity. The directive also obligates the Ministry of Finance to immediately introduce corresponding amendments to the state budget schedule.

**1. Substance of the Act**
This Resolution significantly reforms the mechanism for monitoring the validity of issuing sick leaves in Ukraine by involving independent medical experts in this process. The key substance of the changes lies in the introduction of the principle of extraterritoriality, whereby the verification of medical findings is carried out by a physician from another region via the electronic healthcare system. The document clearly regulates the requirements for such physician-verifiers and details the procedure for documenting inspection results.
