Resolution of the CMU No. 687-2026-p: New Procedure for Forming the National List of Medicines and Control in Hospitals
The Cabinet of Ministers has approved a new Procedure for the Formation of the National List of Essential Medicines and introduced a three-tier system of control over their use in hospitals. The main change is a complete ban on the procurement of medicines outside this list using state or local budget funds. In addition, mandatory monitoring of prescriptions by clinical pharmacists is being introduced in in-patient facilities, and a category of medicines subject to enhanced control is being established. The National Health Service of Ukraine has been granted the right to monitor these processes and request relevant reports during contract monitoring.
