This Decree enacts a new Concept for Countering Terrorism in Ukraine, which serves as a strategic document for ensuring national security amidst modern challenges. The document identifies current terrorist threats, particularly those associated with the armed aggression of the Russian Federation, and establishes priority directions for state policy in this sphere. The Concept is aimed at adapting Ukrainian legislation to EU and NATO standards, as well as increasing the resilience of the state-wide counter-terrorism system. It replaces the previous 2019 version, providing an updated approach to the protection of critical infrastructure and the information space.
### Structure and Main Provisions
The Concept consists of seven sections covering:
1. **Terminology and Principles:** new concepts have been established (e.g., “terrorist content,” “proactive risk-based approach”), which allow for a more precise qualification of modern threats.
2. **Threat Analysis:** external factors (hybrid warfare, cyber-terrorism, use of UAVs) and internal factors (illicit arms trafficking, disinformation) are described in detail.
3. **Priorities of Activity:** state efforts are focused on four pillars: prevention, protection, response, and prosecution of involved persons.
4. **International Cooperation and Financing:** emphasis is placed on integration with EU and NATO anti-terrorism systems.
Compared to the 2019 version, the new Concept pays significantly more attention to cybersecurity, protection against unmanned systems, and countering the financing of terrorism through digital assets.

* **Proactive Approach:** a transition from reactive actions to risk management, which involves forecasting threats and developing response scenarios.
* **Protection of Critical Infrastructure:** requirements have been established for the modernization of physical security systems for facilities, including the implementation of state-of-the-art video surveillance and access control systems.
* **Combating Terrorist Content:** the necessity of improving legislation regarding the detection, blocking, and removal of information that incites terrorist activity on the Internet has been defined.
* **Coordination:** the Anti-Terrorist Center under the Security Service of Ukraine (SBU) remains the primary coordinating body, ensuring interagency cooperation among all subjects of the security sector.
This document serves as the basis for the development of subsequent regulatory legal acts and departmental instructions in the field of counter-terrorism activities.
