This Order of the Cabinet of Ministers of Ukraine No. 569-r dated May 27, 2026, is a strategic document that determines the development of the extractive and processing industry of Ukraine for 30 years (until 2056). Its main goal is to transform Ukraine from a raw material exporter into a key European hub with a full production cycle of high value-added products (batteries, nuclear fuel, components for the defense and aerospace sectors). The strategy provides for the integration of the Ukrainian industrial sector into the EU market, the implementation of circular economy principles (waste recycling), and the attraction of large-scale investments. An operational plan for 2026–2028 has been approved to implement the initial steps.

* **The Strategy** describes the current state of the industry, challenges (impact of the war, obsolete technologies, personnel shortages), priority groups of minerals (titanium, graphite, manganese, uranium, zirconium, etc.), and development stages until 2056.
* **The Operational Plan** contains specific tasks, responsible executors, timelines, and performance indicators for 2026–2028.
* **Amendments:** The document systematically links national legislation (the Subsoil Code) with European regulations (in particular, regarding critical raw materials and net-zero technologies), which represents a new approach to industrial policy planning.
**Key Provisions for Implementation:**
1. **Investment Incentives:** The Strategy provides for the creation of war risk guarantee mechanisms (up to 90% of capital expenditures) and the introduction of tax incentives for deep raw material processing projects.
2. **Digitalization and Transparency:** The digitalization of geological information, the creation of a single center of competence, and the opening of data (subject to security restrictions) are provided for, which simplifies investors’ access to information about deposits.
3. **Recycling:** The concept of a “circular economy” is being introduced, which allows for the use of industrial waste (tailings, slag) as secondary raw materials, removing some environmental and regulatory barriers.
4. **Human Resources:** The training of thousands of engineers for the mining industry is planned in cooperation with international educational institutions.
5. **Infrastructure:** An important aspect is the development of European standard railway corridors (1435 mm) for integration with EU logistics.
