On the Approval of Amendments to the Standard Procedure for Conducting a Competition for Police Service and/or Filling a Vacant Position

Order of the Ministry of Internal Affairs No. 475 dated May 22, 2026, amends the competitive selection procedure for service in the National Police of Ukraine. The primary objective of the act is to simplify access to service for war veterans and persons with disabilities due to war. The document establishes a clear mechanism for exempting such candidates from physical fitness assessments and defines the procedure for awarding them additional points to the overall rating.

    **Structure and Key Changes:**
The act consists of four items that introduce targeted amendments to the Model Procedure for Conducting the Competition (Order of the Ministry of Internal Affairs No. 1631). Key innovations include:
    1. **List of documents:** An exhaustive list of documents to be submitted by the candidate to confirm their status (Combatant Certificate, disability due to war, conclusions of the Medical-Social Expert Commission (MSEC) or Military Medical Commission (MMC)) has been established.
    2. **Exemption from physical training:** The right of the specified categories of persons not to undergo physical fitness testing has been codified.
    3. **Evaluation system:** The point scale for physical training (from 3 to 5 points) has been updated, and the consequences of failing to meet the standards have been established.
    4. **Ranking bonuses:** A system of additional points (15 or 20) has been introduced for veterans when forming the general ranking of candidates.

    **Important provisions for application:**
    * **Preferential status:** The right to be exempt from physical training and to receive bonus points is held by persons defined in the second paragraph of Part 1 of Article 50 of the Law of Ukraine “On the National Police” (war veterans, persons with disabilities due to war).
    * **Documentary evidence:** To exercise the right to benefits, a candidate is obliged to provide relevant certificates and medical documents (MMC/MSEC decisions) directly at the time of submitting documents for the competition.
    * **Bonus system:** When calculating the overall rating, 15 points are added to the candidate’s results, and 20 points are added for joining special-purpose units.
    * **Physical training standards:** For other candidates, meeting the standards remains mandatory; receiving an “unsatisfactory” grade or refusal to perform an exercise is grounds for automatic disqualification from the competition.
