This Order of the Ministry of Internal Affairs of Ukraine No. 428 dated 07.05.2026 introduces systemic changes to the procedure for the selection and enrollment of children into lyceums with a security and national-patriotic education profile. The Order consists of six points that sequentially amend the corresponding sections of the Rules for Selection and Admission. Key changes compared to the previous version (Order No. 335 dated 24.05.2024) relate to:
* Replacing the terminology of “quotas” with “categories” (1–4), which more clearly defines the status of candidates.
* Expanding the circle of persons whose children are eligible for preferential admission (including siblings, children of guardians, etc.).
* Clarifying the list of documents confirming the fact of service or work in the security sector agencies.
* Optimizing the deadlines for document submission and procedural decisions of admission committees.

For the practical application of this act, attention should be paid to the following aspects:
1. **Admission categories:** Four categories of candidates are clearly distinguished based on the status of their parents or guardians (deceased, missing in action, persons with disabilities due to war, combatants).
2. **Documentary evidence:** It is now mandatory to provide a document confirming the fact of service/work in the security sector agencies, as well as a combatant’s certificate or an extract from the Unified State Register of War Veterans.
3. **Procedural deadlines:** It is established that personal files with deficiencies must be corrected and resubmitted no later than 10 working days before the start of registration.
4. **New document forms:** Two new annexes have been introduced — a certificate of the average grade point and a certificate of the results of participation in the competitive selection, which is issued to candidates who did not pass the competition.
These changes are mandatory for implementation during the admission campaign to the Ministry of Internal Affairs lyceums.
