On making amendments to the tariffs for services (operations) provided (performed) by the National Bank of Ukraine

Resolution No. 60 regulates the update of the National Bank of Ukraine’s tariff policy in the areas of cash settlement services and licensing. The document establishes a list of free services for government agencies that ensure the implementation of international agreements on financial support for Ukraine, particularly in the defense sector. The resolution also introduces new regulatory standards for financial inclusion banks and sets a fee for the reissuance of banking licenses.

    **Structure and changes:**
The document consists of three items. The first item introduces amendments to the NBU tariff notes, establishing the provision of services free of charge to the Ministry of Finance, the State Treasury, and bodies involved in the implementation of international financial agreements. The second item updates the schedule of tariffs for registration and licensing services, adding new license categories and the cost of their reissuance. Compared to previous versions, the list of entities exempt from service fees has been expanded, and licensing procedures for financial inclusion banks have been detailed.

    **Key provisions:**
    1. **Gratuity for the public sector:** Services for cash settlement, software support, and foreign currency sales for the Ministry of Finance, the State Treasury, and bodies working with international financial assistance are now officially provided free of charge.
    2. **Financial inclusion banks:** New licensing categories have been introduced, allowing legal entities to conduct banking activities in the format of a financial inclusion bank.
    3. **Reissuance fee:** A fee of UAH 82,300 has been set for the review of documents regarding the reissuance of a banking license into a limited banking license.
    4. **Entry into force:** The main changes regarding tariffs for cash settlement services are effective from the date of publication, while the changes regarding licensing procedures shall enter into force on June 26, 2026.
