### 1. Substance of the Act
This Order of the Ministry of Internal Affairs of Ukraine amends the Instruction on the Organization and Conduct of Training Camps with Persons Subject to Military Service in the National Guard of Ukraine in order to align it with current legislation. The primary substance of the document lies in the legal-technical and terminological modernization of the training process for persons subject to military service. In particular, the obsolete concepts of “military commissariat” are replaced with the current “territorial centers of recruitment and social support” (TCC and SP). The document also integrates new levels of military command (corps) into the process of organizing training camps and clarifies the requirements for the accommodation of personnel and the maintenance of documentation.
### 2. Structure of the Act and Main Changes Compared to Previous Versions
The Act has a concise structure: an operative part (4 clauses defining the procedure for making amendments, state registration with the Ministry of Justice, entry into force, and control over execution) and the actual list of amendments made to the basic Instruction of the Ministry of Internal Affairs No. 833 dated October 16, 2018.
**Main changes compared to the previous version:**
* **Subject composition:** To the list of bodies organizing training camps, alongside operational-territorial commands, “corps directorates” have been added.
* **Terminological reform:** Throughout the text of the Instruction and its annexes, the words “military commissariat” and “military commissar” are replaced with “territorial center of recruitment and social support” and “head of the TCC and SP”, respectively.
* **Update of the regulatory framework:** The outdated reference to the repealed Order of the Minister of Defense of Ukraine No. 560 of 2009 has been replaced with the current Order of the Ministry of Defense No. 2 dated January 5, 2022, which regulates the conduct of training camps with reservists and persons subject to military service.
* **Reorganization of training units:** The words “combat and special training directorate (department, group)” have been replaced with “training directorate (sections)”.
* **Standardization of personal data:** In the document templates (annexes), the requirement to indicate “initials, surname” has been changed to “given name, surname” in accordance with modern records management standards.
### 3. Key Provisions Important for Practical Application
For the practical application of the provisions of this Instruction, the following points are key:
* **Cooperation in selection:** It is clearly regulated that the selection and study of persons subject to military service for training camps are carried out by the heads of military command bodies of the National Guard in mandatory cooperation with the respective district (city) TCC and SP.
* **Venue of training camps:** The rule has been established that the accommodation of persons subject to military service for the period of training camps must take place exclusively at the points of permanent or temporary deployment of military units.
* **Document preparation:** When maintaining records, compiling lists, and corresponding with the TCC and SP, officials must use updated document templates, where instead of initials, the full given name and surname of the person must be indicated.
