**2. Structure of the Act, Main Provisions and Amendments**

* *Amendments to Order No. 39 (optimization):* a mandatory annual minimum for process optimization has been established. Ministries must optimize at least 3 processes per year, while services, agencies, and inspectorates must optimize at least 2.

**3. Most Important Provisions for Practical Application**
For the practical activities of state bodies and lawyers, the following points are key:
* **Standardization of names:** henceforth, the names of internal processes in state bodies must strictly correspond to the approved Catalog. This precludes the creation of “artificial” or unique procedures where standard algorithms should apply.
* **Mandatory training:** employees who are members of optimization working groups are now obliged to undergo specialized professional training in “Analysis and Optimization of Workflows in Public Authorities.”
* **Integration with risk management:** process descriptions must now mandatorily contain a section “Workflow Risk Management” indicating specific control measures in accordance with the standards of the Ministry of Finance.
* **European integration as a priority:** the list of grounds for the priority review and optimization of processes has been supplemented with a new important ground — the need to review the process within the framework of Ukraine’s integration into the EU.
