    On Approval of Amendments to the List of Positions Subject to Replacement by Privates, Sergeants, Petty Officers, and Officers, and the Limiting Military Ranks for These Positions in the State Service of Special Communications and Information Protection of Ukraine

    This Order of the Administration of the State Special Communications Service No. 359 dated May 16, 2026, amends the list of positions and maximum military ranks for military personnel of the agency.     * **Unification of titles:** The positions related to procurement have been renamed (replacing “public procurement” with “procurement”), and corresponding positions for communications specialists have been added.

    ### Important Provisions for Implementation
    For HR units and military personnel of the State Special Communications Service, the following aspects are key:
    1. **Change in qualification requirements:** The introduction of new positions (procurement, communications) allows for the legalization of relevant areas of activity within the staff-position structure.
    2. **Career advancement:** Increasing the maximum ranks for leadership staff (directorates and departments) to the level of “Colonel” creates new opportunities for promotion and changes in monetary remuneration.
    3. **Deadlines:** The Order clearly defines the effective date — July 1, 2026, which is critical for conducting organizational and staffing measures and reassigning personnel to new or updated positions.
